At the very least that cat is sick or wounded; as another poster pointed out, it may have been abused to the point that it hates and distrusts humans on sight. I'm not necessarily advocating putting it down (though sterilization's probably wise if it hasn't happened already), but the woman filming this has no business in an animal care facility of any kind.
